New York, August 17, 2009—New measures to combat corruption at Cambodia's Khmer Rouge tribunal fall short, the Open Society Justice Initiative said in a report released today. According to the report, donors to the court must work to further strengthen the anticorruption effort.
The court, officially known as the Extraordinary Chambers in the Courts of Cambodia, announced last week the appointment of an independent counsellor responsible for pursuing corruption complaints, as part of a broader anticorruption package. While welcoming this effort, the Justice Initiative report notes that much more must change for the court to root out corruption. The new complaint mechanism must protect witnesses and whistleblowers, operate transparently, have the power to conduct independent investigations, and address previous corruption complaints—which have dogged the court for over two years.
