Who Rules Thailand?

As the border conflicts with Cambodia continue, the official meetings have been conducted many times between the two countries´s top leaders ranging from top national leaders to regional leaders, head of the exeutive body, head of the legislative body, and local commanders, in order to peacify the border conflicts, however, all of the meetings have become just a political show-off and completely a waste of time. Why?
It is, of course, a matter of who rules Thailand. And what Thailand wants.
When the head of the leaders of the executive branch had a meeting with Cambodian countrerpart, the Thai said they will report the issues of troop removal to the Thai parliament for approval. Similarly, when the meeting of the regional armies´s leaders of the two country conducted, the Thai commanders said they will report it to Thai gorvernment or Thai parliament for approval of the troop withdrawal, too. But when the leaders of the Thai legislative body came to visit Cambodia, they said in contrast that they will report it to Thai government for agreement.
In my point of view, Cambodian leaders should not trust Thai counterpart in dealing with Thailand regarding the Thai invasion around Preah Vihear.
