0n 01 Feb 2012, the Chairman of China Eximbank agreed to provide $500 million in loan to Cambodia as requested by Hun Xen. The funds will be used in 7 development projects.
Among the 7 development projects features the construction of National Road No. 6 from the intersection in Kampong Cham province to Siem Reap province, an economic and touristic road linking Phnom Penh to Siem Reap. It is not known when this construction will take place yet.
The loan agreement took place during the meeting between Li Ruogu and Hun Xen at the Eternal Peace building on 01 Feb 2012.
Eng Sophallet, Hun Xen’s minion, indicated that the development plans that were agreed upon are important infrastructure plans in Cambodia: “In response, H.E. Li said that he will consider the plan for National Road 6 as a priority. He will review this plan when he returns back home and he claimed that during 2012, the 7 planned projects raised will not have any problem [for China] to provide [loan] to Cambodia.”
In addition, Li Ruogu plans to sign 3 additional development plans with the Cambodian government. They are the constructions of Roads No. 214, 76 and well as the construction of irrigation canals.
SRP MP Son Chhay said that he wants to see the government using these loans with transparency: “They must show their faithfulness to our people.”
Li Ruogu told Hun Xen and the Chinese Eximbank had decided to remove the loan limit set for the 10 ASEAN countries, including the loan for Cambodia.
Son Chhay added that up to now, Cambodia owes China about $2 billion and it also owes $6 billion to other countries.
