The Cambodian constitution stipulates that "the king reigns but shall not rule".

However, in a separate article of the same constitution,the king was described a "the commander-in-chief of the armed forces".

Group to Protest Thai Premier’s Visit

Thai Prime Minister Abhisit Vejjajiva will make an official visit to Cambodia Friday, but he won’t receive a warm reception from everyone.

The Cambodian Confederation of Unions plans to hold a protest of Thai incursions into Cambodia along the disputed border, following nearly a yearlong military standoff near Preah Vihear temple.

“We want the Thai prime minister to remove troops from Cambodia and keep the situation the same as it was on July 15, 2008,” said Rong Chhun, head of the confederation.

Phnom Penh authorities say they will not allow a protest.

“Such a demonstration cannot resolve a border dispute,” Phnom Penh Governor Kep Chuktema said.

Thai Embassy officials declined to comment on the protest. Abhisit is scheduled to visit senior leaders, including Prime Minister Hun Sen and King Norodom Sihamoni.

Thailand and Cambodia are in a standoff over a small stretch of disputed border that was sparked by the inclusion of Preah Vihear temple as a Unesco World Heritage site under Cambodia in July 2008.

At least three soldiers on each side have died in ensuing skirmishes, with hundreds of troops entrenched along the border.

Thai-Cambodian relations are particularly volatile. Cambodian mobs looted and burned the Thai Embassy and Thai businesses in 2003, following unconfirmed rumors a Thai actress had said Angkor Wat belonged to Thailand.

A group of Cambodian civil societies have planned to stage a peaceful protest and present a petition to the Thai PM during his visit to Cambodia this Friday, but the Chief of Phnom Penh Police, Mr. Touch Naroth, warned such an action would constitute a social disorder if their action was not approved by the authority, reports Khmer Sthapana.

Mr, Rong Chhun (pictured), president of the Cambodian Independent Teachers Association, has indicated that his group has planned to stage a peaceful protest and present a petition to the Thai PM, Mr. Abhisit Vejjajiva, to request Thailand to stop military occupation of Cambodian territories.

Minister of Information Khieu Kanharith and Mr. Koy Kuong, the spokesman for the Ministry of Foreign Affairs, were not available for comments, but Mr. Touch Naroth said that the Thai PM is on an official visit and that the Cambodian authority will not allow any action that would embarrass our guest as well as ruining the reputation of the Cambodian government.

Mr. Touch Naroth said that any action that disrupts the Thai PM's visit or cause social disorders will be dealt with by the laws.

The Thai PM is scheduled to arrive in Cambodia on Friday for a two day visit. According to some Cambodian media reports, the agenda for the meeting between Prime Minister Hun Sen and Mr. Abhisit have not been worked out yet. But during the visit, the Thai PM is planning to hand over some pieces of stolen artefacts to Cambodia as well as having an audience with King Sihamoni.
